hi,
i think it would be a good idea to include gettext
in system profile. many, many applications/ebuild use msgfmt
even though USE nls option is disabled.
the other way around would be to edit all ebuild that use
msgfmt ;)))

I followed your comment on this one back in 2004 :)

But it seems gentoo people opinion is not consistent.
Take a look at bug no 161764 please.
