Just a guess, but this looks like it could be package.use.stable.mask problem.

If abi_x86_32 is still there, once udev moved to stable, the useflag needs to be unmasked for stable.

As I said, this looks like you need to unmask abi_x86_32 on {virtual,sys-fs}/udev.

It's actually other way around. I had to remove abi_x86="32" from make.conf (was required by a package from the steam overlay).
