As I just wrote in #490114, =media-libs/harfbuzz-0.9.23::gentoo has been stabilized so fixing it is now a requirement.
This is the problem of orthogonal information transported using one flag only: - one of two Gentoo releases: stable versus testing - all over stability and tested reliablity of a compiled application Thus libreoffice-bin is supposed to be used by stable users only. And they have to keyword it. As an alternative: Why not stable-keyword from the start but masked?

I assumed that meant it's supposed to be used by testing, not stable users.

It is a fact, in the profiles is missing a dedicated package.unstable.mask
