I think that emerge's read operations (and no operation when --help is 
requested) should work for non-root users.  I, for one, have a habbit of 
running as few commands as possible as a regular user, and see no reason why 
emerge would not print out the syntax help or package info for a regular user.

As an analogy, FreeBSD's pkg_info, pkg_version and friends work for non-root 
users.

I meant to say "as few commands as possible as _privileged_ user", of course.
