I think there are two small problems with the instructions in the handbook for pulling validated Portage tree snapshots:
1) At http://www.gentoo.org/proj/en/releng/#doc_chap5 it says that the 0x0838C26E239C75C4 key has been superceded by 0xDB6B8C1F96D8BF6D, so the former should not be used anymore. Also why not using 16-digit keys instead of 8-digit ones? (Please note I'm a GPG newbie)
2) For deactivating traditional sync method the handbook says to put SYNC="" in make.conf, but as far as I know the SYNC variable is obsolete and should be replaced with file /etc/portage/repos.conf/gentoo.conf

We kept the old ones in the documentation as a transition period. I've removed them now. The SYNC stuff should be updated now as well.
