Please check whether you installed KDE correctly.

kmms has the same problem:

checking for kdb2html... not found
configure: error: The important program kdb2html was not found!
Please check whether you installed KDE correctly.

This is already discussed in Bug 43818, Bug 43081 and Bug 41318.

The result there is: kphone 4.x should not have that problem and kmms seems to be not maintained and thus not available for kde-3.2 any more.

Therefore we may need to set dependencies on <=kde-3.1.x for kphone < 4.0 and kmms.

kmms isn't in portage anymore, and older versions of kphone are gone too.
