Obviously this is not correct for the base gst-plugins ebuild.

Linked URL discusses a problem where the forum poster had kdebase library too low for the kio plugin to build. 

I imagine all that needs to be done is kio added to the gst-plugins eclass and a separate gst-plugins-kio ebuild created.
