Summary says it all. Please fix ASAP since it doesn't break arpack itself but programs that depend on it, which makes tracking this bug down a PITA...

Reproducible: Always

Steps to Reproduce:
For example, emerge igraph with eselect blas set to atlas.


Expected Results:  
It fails to compile with `-lblas` since that is statically included in the arpack.pc file.

I think the patch from 3.1.2-r1 should apply, but I haven't actually tried it.
