Weston fails when test are enabled (since commit 498d5f07cbf0c9bfc7532f1ed0e7bbe9ff0a9904, tests: always build tests).

Workaround is revert this commit.

When is weston configured and builded outside portage, linking tests works.

Reproducible: Always

workarounded in 1.3.1 and -9999 ebuild by disabling tests build.
