Group `wheel` was removed from admins due to #423733.

This stupid behaviour which caused the issue was fixed in Gnome Shell 3.4, and now it's 3.6 in portage tree. KDE agent works fine, tty agent works fine, LXDE agent works fine.
Actually, I believe, Gnome Shell's stupidity was not a proper reason to get `wheel` excluded from admins anyway.

no, bug 401513 is why it's changed back to 0 from wheel

wheel in Gentoo doesn't mean what wheel means in Fedora

as in, the whole purpose to keep it as '0' what it was in older policykit versions is that users can then change it themself to 'wheel' in /etc/polkit-1/rules.d/ on later rule than 50-default.rules like 51-custom.rules if they want

in similar fashion that default sudoers shipped with sudo has line
# %wheel ALL=(ALL) NOPASSWD: ALL
but it's commented out by default, so it doesn't take effect before user *chooses* to let users in group 'wheel' do *everything*
