Use cases:

1. conditional different USE-deps on Python interpreters,

2. := deps on Python interpreters.

Not sure if (2) applies -- that is, if Python X.Y is not guaranteed to be ABI-stable.

python_gen_impl_dep does 1., 2. is not important.
