I'll have a look into it, but can you please do a quick check if this also happens on 0.69? Because then it's no regression and we can go ahead with stabilization :-)

Basically I'm not sure what to do about this. It fails if en_US.UTF-8 is not available. I'd tend to say "if you do weird things like not installing the default UTF-8 locale, things break".

My system has nl_NL.UTF-8 by default. I don't think you can assume a specific locale to be present on Gentoo systems. I'll test to see if this is really the problem and bring it upstream then.
Feel free to report this upstream, but I don't see what we can do about it.
