Correct linking for static builds.

When neon is linked statically the library order is incorrect as pkg-config serves up the libraries from the PC file in order.

Patch attached that reverses the order correctly.

I did a while ago and didn't hear anything back.

I just tried again and the mailing list site isn't working now.
