Running emerge dev-python/suds-0.4-r1 doesn't seem to install any python package at all. After installation the suds folder is no longer visible in site-packages and can't be imported either. The emerge log doesn't include anything about egg building and no files except README are installed: ~$ equery files suds /usr/share /usr/share/doc /usr/share/doc/suds-0.4-r1 /usr/share/doc/suds-0.4-r1/README.bz2 Downgrading suds to 0.4 works.
