I had to emerge gnome-icon-theme and hicolor-icon-theme to get any of the icons to work.  No big deal, but should maybe be a dependency?

At least 1.18 and 1.20 versions of EFL ship their own enlightenment icon pack, so all icons in Enlightenment should work. I cant say any non-EFL apps have icons, but maybe those should be pulled by their dependencies. 

I understand this bug was made in 2013 and things might have changed since. Im looking into closing old E-related bugs, and this shouldnt be reproducible.

Closing with the reasoning used above. This should be fixed upstream with ebuilds currently in the tree. Thanks!
