can You separe RC_DEVICE_TARBALL="yes" to 
RC_SAVE_DEVICE_TARBALL="yes"
RC_LOAD_DEVICE_TARBALL="yes"
???

Why do you want this?  What good would it do?  Either you want to save and
restore the /dev tree or not (actually with udev now, you don't need to save
and restore it at all, it works just fine...)
