A NEEDINFO ticket should not be marked RESOLVED. It should remain UNCONFIRMED. Reproducible: Didn't try
I'll leave it to the bugzilla team to answer this bug report, but I disagree with your proposal. When I "close" a bug as NEEDINFO, that means I can't work on it until someone provides the info I've requested. I'm leaving userrel in CC until I can understand why you've involved us on this bug.
Technical restriction: There are no resolutions for open bugs. Workflow reasoning: When we are waiting for information, the bug is 'closed' from our PoV, waiting to be reopened. Should a user not provide any feedback we don't have to wrangle the issue again.
