Needed to use locate htlatex && locate xhlatex to find them in the most inconvenient place:

/usr/share/texmf-site/tex/generic/tex4ht/htlatex
/usr/share/texmf-site/tex/generic/tex4ht/xhlatex

tex4ht have been pulled by texlive with the "tex4ht" useflag. The behaviour is the same whether or not the "java" use flag is present on tex4ht.

there is even an elog message:

    elog "In order to avoid collisions with multiple packages"
    elog "We are not installing the scripts in /usr/bin anymore"
    elog "If you want to use, say, htlatex, you can use 'mk4ht htlatex file'"

Oh, I am very sorry... Since I didn't emerge tex4ht directly, but that it was only brought in by texlive, I didn't notice the elog message... :/
