the splat hd tools are not being built by the ebuild.  nore is there an option (use flag or similar)  to do so

you need these tools to use the higher res elevation data.

it seems the ebuild skips the packages build system all together. ./configure would normaly prompt you for resolution preferances

Right. We have no chance to do an interactive build, so I choose a fixed default resolution. Furthermore the 'build' scripts do hardcode a lot of flags and path which is not good. so I choose to bypass it.
