csrng seems to have the best of all random number generators in one daemon.

Especially it not only uses HAVEGE but also has runtime verification for the generated random data.

Reproducible: Always

Steps to Reproduce:
1. emerge --sync
2. emerge -s csrng
3. Cry all night.


Expected Results:  
1. emerge --sync
2. emerge csrng
3. Be pseudorandomly happy.
