The mentioned homepage is not about the package.

HOMEPAGE is not part of some "description". Please look at the ebuilds instead of relying on eix: it's a variable set in every ebuild.

Also, do you have a suggestion for improvement?

Homepage is gentoo.org because this is a gentoo "package" (it's a meta package to pull in other plugins), then, I think current one is ok :/

Other option would be to point to some project page (in gentoo.org or wiki.gentoo.org), but I think gstreamer doesn't have one :|

It is an old policy for meta to have their URL set to a gentoo.org page.
