I have xorg-x11 and silver-xcursors installed. Silver-xcursors contains RDEPEND=">=x11-base/xfree-4.3.0-r2" and `emerge silver-xcursors` correctly recognizes and reports the !virtual/x11 block between xfree and xorg-x11. However, `emerge -Du world` doesn't obey the block and installs xfree.

Reproducible: Always
Steps to Reproduce:
1. emerge -C xfree && emerge x11-org silver-xcursors
2. emerge -Du world
3.

Actual Results:  
x11-base/xfree will be emerged and both xfree and xorg will be erroneously
installed on the same system.

Expected Results:  
The !virtual/x11 block in xorg-x11 sould be reported on the attempt to merge xfree.
