when trying to edit ogg files in xmms and inserting "öäüß" or other special non-english chars, xmms will not save them. it "cuts" the special chars out of the tag completely.

easytag and xmms do not work well together too, concerning special characters. they will be completely distorted and replaced by other "impossible" characters.

This sounds like something that should be handled upstream... can you please file a bug at bugs.xmms.org and report the bug number back to us so we can follow it.
