However nvi-1.81.6-r4 applies the same patches with no problem.
I think the problem is with the r3 ebuild, maybe?

I just installed r4:

app-editors/nvi
     Available versions:  1.81.6-r3 ~1.81.6-r4 {{perl tcl unicode}}
     Installed versions:  1.81.6-r4(12:31:56 PM 08/08/2013)(perl unicode -tcl)

Hi Walt, thanks for filing this bug and sorry by the late response.
I'll STABLEREQ -r4 and then I'll get rid of -r3. 

Any reason in particular you need -r3 other than it being stable?
