Recommendations:

If oggvorbis, then media-sound/vorbisgain might be considered a dep
If !oggvorbis, then media-lib/flac needs to be installed (read the install notes)

Could just be my misguided interpretation of the FHS, but probably should be
make PREFIX=${D}/usr/local install || die

Other than that, runs fine, doesn't appear to do anything funky with perl

Well, why /usr/local, and why PREFIX instead of DESTIDR?
