At http://www.gentoo.org/doc/en/gentoo-howto.xml is says that has_version "Returns 1 if the system has the requested version of a certain package" but EBUILD(5) says the opposite: "The function returns 0 if category/package-version is installed, 1 otherwise."

shell true and shell false.

shell true == 0
