Nah, not really in this case.
It's the standard pkg-config error message.

>=x11-drivers/xf86-input-evdev-2.7.0 has a hard dependency on udev - the ebuilds simply weren't updated in this regard.

But it has a hard dep on >=x11-base/xorg-server-1.12[udev], which has a dep on virtual/udev, so I'm curious as to how this happened.

I found the reason, systemd was not installed. 'emerge -vuDN world' wanted install xf86-input-evdev before systemd. After installing systemd the issue with xf86-input-evdev disappeared.

x11-drivers/xf86-input-evdev depends on x11-base/xorg-server[udev] which depends on virtual/udev
