Without gnome-icon-theme-symbolic installed, evince-3.8.3 does not show icons in the toolbar. Therefore, the evince-3.8.3 ebuild should depend on gnome-icon-theme-symbolic.

Reproducible: Always

Steps to Reproduce:
1. Make sure gnome-icon-theme-symbolic is not installed
2. Open evince-3.8.3

actually you are most likely talking about x11-themes/hicolor-icon-theme

In addition to hicolor, evince now really requires a symbolic theme, see e.g. commit 345dc138 in 3.7.4.
