It is annoying to have an empty hwdb.bin in /etc
(bzip2 compresses to 1Mbyte insted of given 5)

/lib can be read-only and that'd be valid configuration, it's not for dynamic data like hwdb.bin which gets created by `udevadm` when ran at will

IMO this is not something downstream should do. Let's limit the discussion to the upstream bug.
