These are configuration files used by systemd. We are one step away from making openrc package optional: https://bugs.gentoo.org/show_bug.cgi?id=373219 There are not many packages left that still lack systemd service files: https://bugs.gentoo.org/show_bug.cgi?id=448882 I think those three files should be installed from tree, not manually or with sys-apps/baselayout-systemd package (systemd overlay). USE=systemd on baselayout maybe? Reproducible: Always
I don't really see a reason to install those files in any package (including baselayout); they contain values that the sysadmin needs to configure himself. When the files are missing, systemd either warns you or provides a reasonable default.
I tend to agree; there is no reason for us to install these with the tree, especially in baselayout because in that situation everyone gets them.
