patch against Babel-1.2.ebuild

Babel-1.2 seems to have moved the docs from doc/ to docs/ and they are no longer prebuilt.  This makes it fail on dohtml in the install phase.  I've attached an ebuild patch to build/install html docs (behind USE=doc), but I suppose now they could be built for man or other formats.

I am not a python guy so feel free to pick this apart or rewrite completely.

new ebuild patch

idella4 pointed out that this doc build goes out and fetches some stuff via intersphinx_mapping, I've added a fix to prevent that.  Used the same fix found in quite a few other python ebuilds.
