Subject pretty much says it all. USB autosuspend since 3.10 is non-optional:

This change should be cared of in powertop ebuilds which are currently complain about not enabled CONFIG_USB_SUSPEND when built with >=3.10 kernel.

sys-power/powertop-9999 still depends on CONFIG_USB_SUSPEND.
