The docs team has previously expressed that they do not want to document systemd stuff in the Handbook at this time. We can keep this open until they change their minds I guess.
Also, I have no idea why the handbook suggests LC_COLLATE="C"... that seems arbitrary.
Hmm... actually, having the LC_ALL line in locale.conf makes no sense at all. I changed it to match the handbook.
