To my mind the correct category for 'pelican' is 'www-apps'.
pelican is essentialy file format transformation tool. It's usage is generation of files to serve as www pages but it is not a web application. I don't know nikola, but if they are same as you claim, I think it could be argued the other way around - nikola should not be in www-apps.
