This is wrong 
(For AMD/ATI cards)
VIDEO_CARDS="radeon"

should aperently be 
(For AMD/ATI cards)
VIDEO_CARDS="ati"

There's no such entry 'ati' for VIDEO_CARDS. Refer to `eix xorg-drivers`:
