gts package (sci-libs/gts-20120706) fails to pull in the gtkdoc-scan when the docs useflag is enabled.



Reproducible: Always

Steps to Reproduce:
1. use="docs"
2. emerge gts
3. fail to emerge
Actual Results:  
Emerge fails

Expected Results:  
Emerge succeeds

I can't attach the log currently as my copy/paste is broken
