This repros until ipv6 support is manually disabled via
echo '1' > /proc/sys/net/ipv6/conf/*/disable_ipv6

I guess the question here is, should setting config_iface="null" prevent
us from getting an ipv6 address from the kernel, or does it just mean we
do not do anything special for this interface in terms of configuration?

I think we should update the documentation to say that we won't add any address, but will not block any addresses added by other means, including the kernel.
