Please add allow rsync.lug.udel.edu (128.4.11.200) to allowed IP list replacing the old address of 128.175.60.112 so it can connect to rsync1.us.gentoo.org. 

If you can adding it to the list as a DNS name rather then an IP should prevent this problem from happening again.
