libvirt needs to be restarted after adding virtual network with virt-manager.

Until the restart it doesn't show up in the connection details and select box for Virtual Network Interface in machine details.

Reproducible: Always

Steps to Reproduce:
1. $ virt-manager 
2. Edit -> Connection Details -> Virtual Networks -> Add Network
Actual Results:  
when finished, network doesn't show up in the Virtual Networks.

One needs to restart libvirt to see it.

Expected Results:  
See the added virtual network right away, without the libvirt restart.

What version of libvirt? What version of virt-manager? emerge --info of both packages?
