Updated (as of 2013-01) dnsroots.patch

One of the DNS roots changed its IP address in January 2013. We have a patch for djbdns which updates its list; that patch now needs another line.

The new patch is attached. Personally I would do a revbump for it, but I don't think we need to do another unstable->stable cycle to add an IP address to a file. I leave it up to the committer.
