There are patchs to support proxy on transmission again. I don't if they are working. I don't have a .deb bix to make a quick test.

sorry but, upstream removed the OS (libproxy'ish) support in purpose, so we are not going to reintroduce (and maintain!) those patches downstream either

(reopen this bug if upstream decides to reopen the case)
