Hello, 
i have set up the rsync from rsync://de-mirror.org/gentoo every 4 hours on our mirror, so far we have web and ftp access and will implement rsync soon:

http://gentoo.mirrors.linux.ro/
ftp://ftp.linux.ro/gentoo/

Extra info,
Provider: RCS & RDS
Hardware: Dual Xeon, 32 Gb ram, 6T storage, 1 Gbit dual stack (soon 4 Gbit etherchannel)
Location: Europe, Romania

Also the speed in description should be 1 Gbit/s not 4 Gbit/s.
