We need a way to figure out if a developer with @gentoo.org address is really a staffer member and, then, doesn't have commit access. Otherwise, we can have bugs assigned to people that cannot fix them themselves :/

Maybe a note could be added in their description when showing their names, for example, with my case, bugs could appear as assigned to "Pacho Ramos (Staff)"

Staff and developers are identical as far as bugzilla is concerned. We won't be maintaining a specific list of staffers.
