Probably traceroute6 should be moved to /usr/sbin, with suid removed. traceroute already lays there -- normal users do not have access to it. A bit of an incosistency. But this does still not clear up the issue if both should be in /usr/bin -- setuid root and therefore half of a security risk (as many security administrators go crazy on suid binaries) -- or in /usr/sbin, useable only as root. Probably the latter.
