The description reads "This is a sample skeleton ebuild file" ... this is clearly a leftover from the skel.ebuild file.

"PicoContainer is a lightweight container." or something similar would be better. Note that I don't use picocontainer I just happened to see the description was wrong. See the official "One minute description" for more info:

Also the homepage seems to have changed to http://docs.codehaus.org/display/PICO/
