If you can reproduce it with stable portage or even one keyworded for your architecture then go ahead and reopen.

Same error with sys-apps/portage-2.1.11.62 and sys-apps/portage-2.1.12.2.

Could it be an sys-devel/automake-1.13 issue?  I'm using sys-devel/automake-1.13.2.

/usr/lib64/portage/bin/phase-helpers.sh only tacks on --disable-silent-rules if configure spits it out with --help.

The problem is the VICE_ARG_LIST_CHECK macro in configure.{in,ac}.  It only knows about the options added by the vice developers.  Commenting it out allowed configure to run and the merge to complete.

that's not the root cause.  portage only adds --disable-silent-rules if configure --help spits it out.

Portage doesn't add --disable-silent-rules to the configure command-line for me.  Try to figure out why it adds it for you.

That is the root cause, because configure --help has --disable-silent-rules in it.  I'm running ~amd64, so I've got the latest autoconf and automake.  Silent rules are the default in automake-1.13[1].

I can reproduce that.

It's caused by sys-devel/automake-1.13.2

this seems to be the reason, is that a bug in automake?

No, that is not a bug in automake.  They simply switched the defaults.

The bug is in vice's build system.  The way that the vice developers have written their macro prevents autoconf or automake form adding *any* enable options.  That's just wrong.
