Please update disser package. It includes many changes requred for dissertation comission in Russia

feel free to create a package installing it in texmf-site, or wait for texlive 2013. it is just impossible for me to keep track of all ctan and update accordingly :)

the soon to be added texlive 2013 will have 1.2.0 which happens to be the latest version -> closing
