For every source file of media-libs/opencv-2.4.5, I also get the following message:
/usr/include/stdc-predef.h:40:1: warning: /var/tmp/portage/media-libs/opencv-2.4.5/work/opencv-2.4.5_build/modules/videostab/precomp.hpp.gch/opencv_videostab_Gentoo.gch: not used because `NDEBUG' is defined [-Winvalid-pch]

I assume the build could be sped up a bit, if this warning could be fixed.

Which package provides that stdc-predef.h? I don't have it...

equery belongs stdc-predef.h

I guess cmake-utils.eclass passing -DNDEBUG breaks the validity of the PCH.

Yep. And this is for us a CANTFIX since OpenCV upstream uses the same define to disable a lot of debug branches in their code... :(

The best suggestion that I have is to file a bug at www.opencv.org
