Latest stable apache ebuild in portage advertises backward compatibility with baselayout-1 but older init script is unavailable.

# /etc/init.d/apache2-openrc start
 * Caching service dependencies ...                                       [ ok ]
 * This init script works only with openrc (baselayout-2).
 * If you still need baselayout-1.x, please, use
 * apache2.initd-baselayout-1 from /usr/share/doc/apache2-*/

FYI,

baselayout-1 is considered dead and gone, so you should not claim
support for it. Also, to the user, it is highly recommended that you
migrate to baselayout-2 and OpenRc-0.11.8. Soon, we will stop supporting
migration from baselayout-1 to openRc. As shown in several news items.

baselayout-1 is long gone and we don't have the manpower to support this ancient stuff anymore.
