From what version are you trying to upgrade?
I'm trying to update from 0.8.6_p1.
check if you need to convert foo.addStep(ShellCommand...) to foo.addSTep(shell.ShellCommand...) in your master.cfg config files. In any case, this is not a Gentoo bug. Please check the list of changes in 0.8.7 here http://docs.buildbot.net/0.8.7/relnotes/
